How this ranking is produced

Every board is evaluated against every processor on its socket using the same formula: Vcore stages multiplied by their current rating and by an effective Vcore of 1.25 V, derated for the phase design and for heatsink mass, then compared against each processor's sustained package power. Sample size is 34 boards × 25 processors = 850 evaluations, of which 34 boards have a verified retail listing.

The constants and the formula are published in full, so you can disagree with a specific number rather than with a verdict.
